Our client, a Nationally renowned property management company is seeking to URGENTLY appoint a suitably qualified an experienced Supply Chain Manager to join their Head Office team based in the Northern Suburbs of Johannesburg.MAIN PURPOSE FOR THE ROLE:TO be responsible for managing the end-to-end procurement of all services and products in line with Procurement Policy of the company and applicable legislations.KEY COMPETENCY REQUIREMENTS:At minimum a suitable Procurement Management qualification.A Supply Chain Management (SCM) qualification will be a distinct advantage.Business analyses skillTechnical and financial understandingUnderstanding of cost drivers on the local and global scaleKEY ROLES AND RESPONSIBILITIES:Implement and suggest changes to procurement policy for PIC REAMEnsures adherence to the procurement policy.Act as a representative member of the Tender committee where duties include advising participants on policy, BEE requirements and pricing.Participate in ad hoc procurement meetings to discuss PIC REAMs procurement needs.Compile and maintain a supplier database.Receives request for goods or services from departments.Decides whether to re-order from the preferred supplier databases or to begin a tender process.Co-ordinate delivery of the goods or services with the chosen supplierReceives proper number of proposals from chosen suppliers for department manager to approve.If process has gone to tender, organise an internal procurement meeting to score potential suppliers based on the scoring process in the procurement policy.Prepare tender documents.Liaise with respective departments for specification/scope for tender.Compiles summaries spend reports per division.Compiles CSI reportsMonitors YTD expenditureAnalyse prior years expenditureSuggest and prepare budgets for the future.Manage the execution of the consolidated demand plan for all business units.Participate in ad hoc procurement meetings to discuss Mowana Properties procurement needs.Compile and maintain supplier database.Manage the process for the invitation of suppliers to register on supplier database.GovernanceProvide SCM advice and recommendations to all business units and all levels of management.Responsible for training all employees on the Procurement Policy and SCM compliance with required legislation and best practices.Ensure adherence to SCM policies, procedures, and requirements.Implement and suggest changes to the Procurement PolicyAddress all governance and audit queries related to the transactions or procurement of services and products.Procurement ProcessesManage the full end-to-end Procurement function in execution of RFQs/RFPs/Tenders in compliance with Procurement Policy and applicable legislation.Facilitates all internal RFQ/RFP/Tender status update meetings.Report on RFQs/RFPs/Tenders ensuring completion within agreed timelines.Contract ManagementEnsure contracts / SLAs are vetted and signed.Manage the Contract RegisterEnsure accessibility of contracts i
